Democrats Increasingly Positive About Presidential Campaign

Democrats' opinions on the 2012 campaign have grown increasingly positive during the year, while Republican sentiment on the same measures has lagged, according to a Pew Research poll released Wednesday.

Two-thirds of Democrats said in September that the campaign was interesting and 68 percent said it was informative, a dramatic shift since March, when just 36 percent found the campaign interesting, and 44 percent thought it was informative. Republican opinion, which grew more positive in June after the end of the primaries, fell again this month, with about half saying the campaign was interesting and informative.

The partisan gap in descriptions of the campaign is new since 2008, when Republicans and Democrats were just about as likely to view the campaign as interesting and informative.

Timing may have been a factor in the partisan divide on the most recent survey. In 2008, Pew asked these questions on a survey that began 11 days after the end of the Republican convention, which followed the Democratic convention that year. This year, Pew asked its question on a survey that began just three days after the end of the Democratic convention.

One surprise, given these results, is that overall interest in the campaign increased only slightly. The number of people who said they have been following campaign news very closely in the past week increased 4 percentage points (from 27 to 31 percent) during the conventions. Four years ago, Pew found a 14-point increase (from 31 to 45 percent) during the conventions that remained high for the rest of the campaign (averaging 44 percent in September and 54 percent in October).

The lack of overall change does not appear related to the partisan differences in the ratings of the campaign as "interesting" and "informative." The new survey found just slightly more Democrats (40 percent) than Republicans (37 percent) paid close attention to news about the 2012 presidential candidates, though interest was lower among independents (25 percent).

The report also notes that while both the 2004 and 2008 campaigns produced a "bounce" in campaign news interest, "there was no bounce in interest following the party conventions" in 1996 and 2000.

The Pew survey interviewed 1,012 adults by telephone between Sept. 7 and Sept. 9, with a 3.6 percent margin of error.

Treasury sells big chunk of AIG stock at a profit

(Reuters) - The U.S. government cut its stake in American International Group Inc to 19 percent on Monday, making a profit of $12.4 billion on the insurer's crisis-era bailout and bringing the unpopular rescue closer to its end.

The Treasury Department sold $18 billion worth of the insurer's shares at $32.50 apiece, in what could yet be the largest ever secondary offering in U.S. history. The underwriters have the option to buy another $2.7 billion worth of AIG shares, which they can exercise in the next 30 days.

The offering represents the government's biggest sell-down of AIG shares since it rescued the insurer with bailouts in 2008 and 2009. At one time, the government pledged as much as $182.3 billion to prop up the company, as mounting subprime losses forced the insurer to come up with a lot of cash quickly. In exchange, the government received a nearly 80 percent equity stake in the company.

The Treasury's sale comes as President Barack Obama campaigns for a second term and has been forced to defend his support of decisions to use taxpayer money to prop up companies during the crisis.

A White House spokesman said on Monday that the AIG stock sale represents a "commitment to recover taxpayer money" and that President Obama is pleased with progress in winding down the government's stake.

The administration has been unwinding its position in the politically unpopular financial crisis programs ahead of the November 6 election amid Republican campaign pressure over the role of the government in the private sector.

The government has recouped $342 billion out of $411 billion disbursed to financial institutions through the most prominent bailout, the Troubled Asset Relief Program, or TARP. But more than 300 small banks that received TARP funds have yet to repay taxpayers. Rescues of AIG and other large banks also included other bailout programs.

"From the government's point of view, it's political," former AIG Chief Executive Hank Greenberg said in an interview on CNBC, adding that the government had hoped to exit its bailout investments much sooner.

The AIG share sale, which was announced on Sunday, is the largest follow-on stock offering since December 2009, when Bank of America Corp sold $19.3 billion worth of stock, also to pay back taxpayers. It is also the largest equity offering since Facebook Inc's initial public offering in May, according to Thomson Reuters data.

PROFIT FOR U.S.

The offering was priced at a 4 percent discount to AIG's closing price of $33.99 on Friday, the last trading day before the Treasury announced plans for the sale.

The Government Accountability Office estimated in May that taxpayers could make a profit of $15.1 billion on the bailout. But to get to that figure, the Treasury will need to sell the rest of its shares at closer to $39 apiece.

AIG's stock closed 2 percent lower at $33.30 on the New York Stock Exchange on Monday.

Still, the government is exiting the investment faster than many investors had anticipated. The government had steadily reduced its stake down to 53 percent in smaller transactions since early 2011, and many investors expected the latest offering to be smaller.

The stock sale, including the overallotment option, will cut the government's stake to 14 percent from 53 percent in one go.

AIG itself bought back $5 billion of its shares in the stock sale, with the rest going to the broader public.

AIG planned to use $3 billion worth of cash and short-term securities, and $2 billion in proceeds from the sale of its stake in Asian life insurer AIA Group to buy back stock from the government, the company said in a securities filing.

Repurchasing shares near their recent trading price - roughly 56 percent of book value - is likely to boost AIG's earnings through an accounting gain, but it will also reduce a good portion of cash, Greenberg said.

The Treasury also owns warrants to purchase another 2.7 million shares, according to AIG's filing. The Treasury has allowed other financial firms to repurchase bailout-related warrants directly or to auction them off.

REGULATORY CHANGE

The decrease in the Treasury's ownership triggers an important regulatory change for AIG. Once the Treasury's ownership stake falls below 50 percent, the insurer starts to be regulated by the Federal Reserve as a savings and loan holding company, since AIG owns a small bank.

As a result, AIG will have to comply with new rules under the 2010 Dodd-Frank financial reform law, including the Volcker rule, which limits large financial firms' ability to trade for their own account or own stakes in private equity firms and hedge funds.

Even if AIG were to rid itself of the savings-and-loan subsidiary, the Financial Stability Oversight Council may still designate AIG as a "systemically important financial institution" because of its size.

That would subject it to other, stricter federal regulations for large financial firms, including higher capital requirements, stress tests and possible dividend and buyback restrictions.

"To stabilize and then restructure the company with a very substantial positive gain for the American taxpayer is a significant accomplishment," Treasury Secretary Tim Geithner said in a statement. "But we need to continue the critical task of implementing Wall Street reform so that the American economy is never put in this position again."

Underwriters for the deal include Citigroup Inc, Deutsche Bank AG, Goldman Sachs Group Inc, JPMorgan, Bank of America Corp's Merrill Lynch division, Barclays PLC, Morgan Stanley, Royal Bank of Canada's RBC Capital Markets division, UBS AG, Wells Fargo & Co, Credit Suisse and Macquarie Group Ltd.

One of the very unique terms of Singapore's political lexicon is "OB Markers" ? OB being short for "Out of Bound". While the meaning of this is very clear in Singapore, what would a foreign reader make of it? Is this about golf or soccer? Is it related to Outward Bound (an organization to promote youth travel to gain experience and exposure)? A brand of whiteboard pen?

To explain using, again, uniquely Singaporean expressions, OB Markers draw the line where "sensitive" ends and "insensitive" begins; in other words, where you get into trouble. You are allowed to talk about "sensitive" issues, as long as you do not become so "insensitive" that you begin to say things you should not say. How do you know when you have strayed across the OB Markers by talking insensitively about sensitive issues? When someone in power gets upset at you of course. But if you mean before that? If people are involved in those aspects that interest them, they cease to be apathetic; if they are involved in organizational activities, they get experience in following decision making procedures, consensus building and public rules of conduct. Hence. promoting "civic society" gives people scope to learn to be good citizens without risking the crossing of OB Markers.

Unfortunately this is simplistic. I can cite two incidents to show how fragile "civic society" is. First is the case of National Kidney Foundation. Second is the Singapore Roundtable.

The first has by now fallen below the radar of public attention, but in its turbulent days, generated a series of lawsuits, including criminal cases involving its former CEO and Management Board members. The second has disappeared even more completely. The first involved large sums of money from the public; its proceeding shows that ultimately the government has to exercise authority to manage public money and apply final judgement. The second assumed that there are meaningful things besides power and money which groups of knowledgeable people can discuss and organize, but they soon found that nobody, themselves included, were interested.

You need antithesis to fully understand thesis and to progress through synthesis, whether you are talking about civic society or politics and money ? recall that the NKF incident pitted NKF management thesis against a SPH reporter's antithesis, before Health Ministry intervention led to synthesis. Remember also Marx's "History repeats, first time as tragedy, second time as farce" and Santayana's "Those who forget their history are condemned to repeat it".

Returning to OB Markers, Archimedes said "Give me pivot and I shall move the earth"; I say "give me OB marker and I shall show where 'sensitive' ends and 'insensitive' begins".

Bankruptcy judge throws out AMR pilots' contract

NEW YORK (AP) ? American Airlines took a major step toward emerging from bankruptcy Tuesday, when a federal judge threw out its pilots' union contract.

The airline's management has already negotiated concessions from its flight attendants, maintenance workers and other unionized employees. The decision by Judge Sean H. Lane will now let the Fort Worth-Texas airline lower its pilot payroll.

The move will quicken American's emergence from Chapter 11 bankruptcy protection, either as a stand-alone airline or potentially merged with US Airways Group Inc.

The judge rejected the union's contention that American is doing much better financially than when it entered bankruptcy protection and didn't need to void the contract.

"Judge Lane's ruling is very important because it will allow us to implement the changes that are necessary for our successful restructuring," American Airlines spokesman Bruce Hicks said.

Hicks said, however, that there was "no sense of accomplishment" in winning the ruling and the company still wants to negotiate a new contract.

The airline has about 7,500 active pilots.

"Everybody, including the pilots, was expecting this," said Ray Neidl, an analyst with the Maxim Group. "This will go a long way to help American complete the restructuring plan."

American's parent, AMR Corp., filed for bankruptcy protection in November. Part of its plan to return to profitability is to cut annual labor costs by about $1 billion. The airline has lost more than $10 billion since 2001, although it has turned modest profits in the last two months after cutting other expenses through the bankruptcy process.

The airline has been negotiating new contracts with all of its labor groups as well as making cuts to non-union employees. However, the pilots rejected management's final offer on Aug. 8 by a 4,600-to-2,935 vote. The contract would have provided pay raises and a 13.5 percent stake in the new company in exchange for more flexibility to shift flying to partner airlines.

American's management must now decide if it will let the pilots work under the terms of that offer or impose harsher conditions first suggested to the bankruptcy court in April.

"Our energy, and that of American Airlines, now should be focused on reaching a consensual agreement," said Gregg Overman, spokesman for the Allied Pilots Association.

Hicks said the airline will impose most of the more-severe contract terms established in April.

Overman said pilots were encouraged that Jack Butler, a lawyer for American's unsecured creditors, said in court that parent AMR needs a deal with pilots before it exits bankruptcy.

American is still working through the bankruptcy process to lower other expenses, such as leases on aircraft. But reducing labor expenses is arguably the hardest and most-important task for the airline.

Last week, American and US Airways disclosed that have started confidential talks to evaluate a merger. Such a merger would put the combined airline on par with the world's largest ? United Continental Holdings Inc. ? and the slightly smaller Delta Air Lines.

Space Elevator Enthusiasts Push On despite Lengthy Time Frames and Long Odds

A space-travel technology, simple in concept, has been frustratingly difficult to realize

SEATTLE??I think building an elevator to space is maybe the best thing I could do in the world,? Michael Laine says.

His company, Liftport, has just raised over $62,000 on Kickstarter to build robot climbers on a skyward cable?an early step toward his eventual goal of putting a space elevator on the moon. A space elevator is just what it sounds like?a capsule that travels to and from space along a track or tether to provide reliable access to orbit.

Behind Laine is the cavernous Great Gallery at Seattle's Museum of Flight, where dozens of aircraft are on display, chronicling the human adventure of flight. Meeting in a nearby conference room are about 40 space enthusiasts, in town for the annual Space Elevator Conference hosted by ISEC, the International Space Elevator Consortium. Some of them have sacrificed their careers, credit ratings or savings accounts?all in pursuit of a simple concept that has thus far proved impossible in practice.

None of the conference participants could be accused of thinking small, whether the discussion is about a 100,000-kilometer tether made of carbon nanotubes, space-based solar power, or man's ultimate destiny to seed the galaxy.

Peter Swan, retired from over 40 years building space systems and now serving as ISEC's vice president, calls a space elevator a way to ?make the human condition better.? His altruism was shared by many of the conference attendees.

But it's not all starry-eyed optimism. ?I'm trying to tackle a project that a lot of people think is science fiction,? says Laine, who has gone into foreclosure seven times over nearly a decade to keep his company, and his dream, alive. ?It's appropriate to be skeptical, even at this stage.?

UNOBTAINIUM
The idea of a space elevator has set the heart of many engineers aflutter. But all eventually run into the same obstacle?the so-called unobtainium problem, or the need for a material that does not exist.

A space elevator is a theoretical structure that reaches from the Earth's surface into space, balanced by its own mass and the outward centrifugal force from the spinning Earth. The physics is sweet?complicated enough to be interesting, simple enough to seem doable, and the space elevator?s intrigue has grown exponentially since Arthur C. Clarke gave it a fictional treatment in his 1979 novel The Fountains of Paradise.

The problem is the construction material, which must be superstrong yet very light. Equations worked out decades ago by Russian engineer Yuri Artsutanov and, independently, by American space scientist Jerome Pearson, found that the ideal tether should be tapered, widest at the geosynchronous orbit altitude of 35,800 kilometers, and narrowest at Earth's surface and at its far end. The tether should extend far past geosynchronous orbit, where a counterweight would help provide the needed tension.

The rub is that the tether must have sufficient tensile strength to hold up its own large mass. Any material works in principle, but even for stainless steel the tether would need to be 10⁴³ times wider at geosynchronous orbit than at the ground.

The only known material that offers the required strength-to-density ratio is a carbon nanotube, a cylindrical chickenwire lattice of carbon atoms. The problem is that nanotubes exist in a form akin to a pile of soot, and no one knows how to fashion them into an extended rope, braid, cable or ribbon. In the view of elevator enthusiasts, carbon nanotubes, or CNTs are the last major ?if only.?
