One of the very unique terms of Singapore's political lexicon is "OB Markers" ? OB being short for "Out of Bound". While the meaning of this is very clear in Singapore, what would a foreign reader make of it? Is this about golf or soccer? Is it related to Outward Bound (an organization to promote youth travel to gain experience and exposure)? A brand of whiteboard pen?

To explain using, again, uniquely Singaporean expressions, OB Markers draw the line where "sensitive" ends and "insensitive" begins; in other words, where you get into trouble. You are allowed to talk about "sensitive" issues, as long as you do not become so "insensitive" that you begin to say things you should not say. How do you know when you have strayed across the OB Markers by talking insensitively about sensitive issues? When someone in power gets upset at you of course. But if you mean before that? It is up to your own judgement not to become insensitive when talking about sensitive matters? If you are unable to judge that, you should not be talking about sensitive matters.

Now foreigners might say "someone gets upset; what's the big deal?" Well, Singapore is a company town, the headquarters of Singapore Inc, and more or less everyone is working for the same employer; so people are anxious about being "insensitive" and would like to see all the OB Markers surrounding "sensitive" issues; unfortunately, people who determine where the markers are, might prefer not to lay all their sensitivities out for others to see.

"Civic Society" was once another frequently heard expression; I even vaguely remember people organizing public seminars to discuss how to promote it. Obviously, a civic society exists in Singapore and consists of many aspects; by doing something to improve a particular aspect, say public facilities for disable people, art museums, or antique car restoration, you have in some way made a contribution to "civic society", but what exactly does "promoting the concept of civic society" mean?

It is first necessary to explain that "civic society" is generally speaking not "sensitive" and does not give rise to the need for "OB Markers". If people are involved in those aspects that interest them, they cease to be apathetic; if they are involved in organizational activities, they get experience in following decision making procedures, consensus building and public rules of conduct. Hence. promoting "civic society" gives people scope to learn to be good citizens without risking the crossing of OB Markers.

Unfortunately this is simplistic. I can cite two incidents to show how fragile "civic society" is. First is the case of National Kidney Foundation. Second is the Singapore Roundtable.

The first has by now fallen below the radar of public attention, but in its turbulent days, generated a series of lawsuits, including criminal cases involving its former CEO and Management Board members. The second has disappeared even more completely. The first involved large sums of money from the public; its proceeding shows that ultimately the government has to exercise authority to manage public money and apply final judgement. The second assumed that there are meaningful things besides power and money which groups of knowledgeable people can discuss and organize, but they soon found that nobody, themselves included, were interested.

(AP) ? American Airlines took a major step toward emerging from bankruptcy Tuesday, when a federal judge threw out its pilots' union contract.

The airline's management has already negotiated concessions from its flight attendants, maintenance workers and other unionized employees. The decision by Judge Sean H. Lane will now let the Fort Worth-Texas airline lower its pilot payroll.

The move will quicken American's emergence from Chapter 11 bankruptcy protection, either as a stand-alone airline or potentially merged with US Airways Group Inc.

The judge rejected the union's contention that American is doing much better financially than when it entered bankruptcy protection and didn't need to void the contract.

"Judge Lane's ruling is very important because it will allow us to implement the changes that are necessary for our successful restructuring," American Airlines spokesman Bruce Hicks said.

Hicks said, however, that there was "no sense of accomplishment" in winning the ruling and the company still wants to negotiate a new contract.

The airline has about 7,500 active pilots.

"Everybody, including the pilots, was expecting this," said Ray Neidl, an analyst with the Maxim Group. "This will go a long way to help American complete the restructuring plan."

American's parent, AMR Corp., filed for bankruptcy protection in November. Part of its plan to return to profitability is to cut annual labor costs by about $1 billion. The airline has lost more than $10 billion since 2001, although it has turned modest profits in the last two months after cutting other expenses through the bankruptcy process.

The airline has been negotiating new contracts with all of its labor groups as well as making cuts to non-union employees. However, the pilots rejected management's final offer on Aug. 8 by a 4,600-to-2,935 vote. The contract would have provided pay raises and a 13.5 percent stake in the new company in exchange for more flexibility to shift flying to partner airlines.

American's management must now decide if it will let the pilots work under the terms of that offer or impose harsher conditions first suggested to the bankruptcy court in April.

"Our energy, and that of American Airlines, now should be focused on reaching a consensual agreement," said Gregg Overman, spokesman for the Allied Pilots Association.

Hicks said the airline will impose most of the more-severe contract terms established in April.

Overman said pilots were encouraged that Jack Butler, a lawyer for American's unsecured creditors, said in court that parent AMR needs a deal with pilots before it exits bankruptcy.

American is still working through the bankruptcy process to lower other expenses, such as leases on aircraft. But reducing labor expenses is arguably the hardest and most-important task for the airline.

Last week, American and US Airways disclosed that have started confidential talks to evaluate a merger. Such a merger would put the combined airline on par with the world's largest ? United Continental Holdings Inc. ? and the slightly smaller Delta Air Lines.

Space Elevator Enthusiasts Push On despite Lengthy Time Frames and Long Odds

A space-travel technology, simple in concept, has been frustratingly difficult to realize

SEATTLE??I think building an elevator to space is maybe the best thing I could do in the world,? Michael Laine says.

His company, Liftport, has just raised over $62,000 on Kickstarter to build robot climbers on a skyward cable?an early step toward his eventual goal of putting a space elevator on the moon. A space elevator is just what it sounds like?a capsule that travels to and from space along a track or tether to provide reliable access to orbit.

Behind Laine is the cavernous Great Gallery at Seattle's Museum of Flight, where dozens of aircraft are on display, chronicling the human adventure of flight. Meeting in a nearby conference room are about 40 space enthusiasts, in town for the annual Space Elevator Conference hosted by ISEC, the International Space Elevator Consortium. Some of them have sacrificed their careers, credit ratings or savings accounts?all in pursuit of a simple concept that has thus far proved impossible in practice.

None of the conference participants could be accused of thinking small, whether the discussion is about a 100,000-kilometer tether made of carbon nanotubes, space-based solar power, or man's ultimate destiny to seed the galaxy.

Peter Swan, retired from over 40 years building space systems and now serving as ISEC's vice president, calls a space elevator a way to ?make the human condition better.? His altruism was shared by many of the conference attendees.

But it's not all starry-eyed optimism. ?I'm trying to tackle a project that a lot of people think is science fiction,? says Laine, who has gone into foreclosure seven times over nearly a decade to keep his company, and his dream, alive. ?It's appropriate to be skeptical, even at this stage.?

UNOBTAINIUM
The idea of a space elevator has set the heart of many engineers aflutter. But all eventually run into the same obstacle?the so-called unobtainium problem, or the need for a material that does not exist.

A space elevator is a theoretical structure that reaches from the Earth's surface into space, balanced by its own mass and the outward centrifugal force from the spinning Earth. The physics is sweet?complicated enough to be interesting, simple enough to seem doable, and the space elevator?s intrigue has grown exponentially since Arthur C. Clarke gave it a fictional treatment in his 1979 novel The Fountains of Paradise.

The problem is the construction material, which must be superstrong yet very light. Equations worked out decades ago by Russian engineer Yuri Artsutanov and, independently, by American space scientist Jerome Pearson, found that the ideal tether should be tapered, widest at the geosynchronous orbit altitude of 35,800 kilometers, and narrowest at Earth's surface and at its far end. The tether should extend far past geosynchronous orbit, where a counterweight would help provide the needed tension.

The rub is that the tether must have sufficient tensile strength to hold up its own large mass. Any material works in principle, but even for stainless steel the tether would need to be 1043 times wider at geosynchronous orbit than at the ground.

The only known material that offers the required strength-to-density ratio is a carbon nanotube, a cylindrical chickenwire lattice of carbon atoms. The problem is that nanotubes exist in a form akin to a pile of soot, and no one knows how to fashion them into an extended rope, braid, cable or ribbon. In the view of elevator enthusiasts, carbon nanotubes, or CNTs are the last major ?if only.?
